The $660-million plan calls for a state-of-the-art hockey arena (suitable for an NHL team, we suspect), CFL stadium and hotel/retail complex in suburban Quebec City.

The talk of the complex isn’t new: local leaders have been studying the issue of a new arena for several months, both in the context of a future Winter Olympics bid and a replacement for the venerable, creaky Le Colisee. True, there are many in Quebec City who yearn for a return of the NHL and the Quebec Nordiques, and the construction of a new arena will only serve to fuel those yearnings. But take all of this with a grain of sale: Charest made his statements in the midst of election season.
