Mitchell, S.D. officials are mapping out a game plan for a new 5,280-seat arena.
The plan, as it stands now, is to use sales-tax proceeds to pay for a 33,000-square-foot events center, as well as a downtown redevelopment tax. Voters had rejected a more expensive arena proposal in 2007, but that involved a hike in property taxes as well.
